Interaction of the photon

I was wondering if a certain frequency of light was sent throughan
ionized liquid,if none of the light was absorped would an interaction
happen between the liquid and photon due to it's electromagnectic
fluctuation.

If the medium has a refractive index different from 1 then the medium
has an optical absorption - the Kramers-Kronig relationship demands
it.
