I'd say that decibels are not an entirely inapproriate scale for measuring
perceived brightness, although they are usually used for perceived loudness.

I do not know of a db0 for photons.

I photon does not have a brightness. The energy of a
photon is determined only by its frequency.

A bright light has more photons per second than a dim
one, rather than brighter photons.
