No such integers exists.

Proof by contradiction.

Suppose that the integer Z is the first positive integer that cannot be specified in less than a billion words. Then we can specify Z in 14 words, " the first positive integer that cannot be specified in less than a billion words." But this contradicts our original supposition. Hence, no integer belongs to the set of integers that cannot be specified in less than a billion words.
