is a simple proportion one that is a one to one function of some sort. I dont understand this term.

A "simple proportion" is a statement that two ratios (fractions) are equal.
Of course, from the proportion y/a= x/b one can arrive at the very simple function y= (a/b)x. In that sense, a one-to-one function can be derived from a proportion.

think of it like this:
if you have 10 beads, and you take away 2 beads, you have taken a proportion of the beads. 1/5 of them , in fact.
The proportion of beads you have taken is the number you take divided by the original number of beads.
