Can anyone please supply general references, i.e. definition, etc. for
the above? Also, where is it used, mostly?

I think that it is another name for the action principle for electrodynamics
(used for instance in the volume "Classical field theories" in the
Landau & Lifshitz series) -- apparently it goes back to Schwarzschild:
