Designing fans

I have considerable success designing axial fans using principles laid down by A J Stepanoff. However one point troubles me. He advocates solidity = 4.75 x head coefficient. I have used this, and it works. But I suspect it may be overly conservative, leading to more drag losses than are strictly neccessary.

Can someone shed some light on this?
