Power Supply upgrade!

I want to upgrade my pc and firstly change the power supply, it has noise. I am considering getting this one (http://tinyurl.com/mnl7w2) for $30. Would you say it's worth it or can I do better one?

That looks like a good deal, but you should double check that 400W is sufficient for your rig
