The real test?

Put a fresh box of pizza in the public restroom and see how long it takes for it to disappear.

Would it disappear quicker or slower than cold pizza near the trash can?

The true cost must be used, not the monetary cost. Since most people feel a need to repay charity, "free" food isn't free.

Stolen food is nearly free once the theft goes undetected. Therefore Stolen food tastes best.
