Go to this url http://www.gifworks.com/ and follow directions.
It is simple enough, at the site it has a toolbar in the window, click on file -> Open file, gets you to the next page.
This page is left and right, left is type in complete URL for your GIF file upload, or, on the right upload from your computer's A:\ Dive, D:\ Drive, C:\ drive, whatever/wherever you have your GIF's stored on/in.
Once uploaded its as easy as finding resize from the toolbar selctions, following that and inserting the sizes of 64 x 64. The option of the constraints is entirely up to you.
The other options are also kinda neat, least I thought so, explore!
