Dear Saddam,
We were getting concerned about all the WMD that you have stored here going bad. I mean what's the point in keeping them in they are inert? And you probably won't be wanting them back anytime soon.
We took some down to Sudan for testing. Let me assure you that they worked great! We were careful not to make a big deal of the testing, but the Germans (http://washingtontimes.com/upi-breaking/20040915-105328-5133r.htm) got wind of it and spilled the beans.
But not to worry, the American (http://www.spacewar.com/2004/040915193408.c5ebe3hg.html) are helping us by denying the story. They think, if they haven't found your WMD yet, what gives Germany the right to find them first?
Now about those unopened crates that glow in the dark.
