J. W. Moffat has been developing NGT for about 25 years as a modification of General Relativity. He is able to explain away dark matter and dark energy with his theory (astro-ph/0403266 on archXiv is his most recent paper, see also gr-qc/9411006). Anyone familiar with it? Is it a tenable explanation?
