difference between Multipole expansion and vector spherical wave expansion

I am a little confused between the use of multipole expansion and vector spherical wave expansion (L, M and N waves) . Books like Jackson use the former while Stratton uses the latter to expand electromagnetic fields.

What exactly is the difference between the two ? If they are not equivalent, why is it possible to expand the field in two different ways?
