Attack ads give an extreme example of emphasizing the negative to deny the positive in political campaigns. Debates and stump speeches are exceedingly ad hominem - as opposed to pro hominem - trying to put the opponent on the defensive.
Issues by their very nature are controversial - what positive event compares to the bellwether of 9/11? We are voters by habit first, and then by elimination of perceived threats - i. e., those who vote tend to reject imposition upon their worldview, real or imagined. 2004 is a year of such threats.
