The 2nd law and observed expansion implies that the initial condition of the big bang had zero entropy, which implies only one possible state for it. The BB was uniquely special and in a sense 'inevitable' since all possible histories must have evolved from it.

Would considering the multiverse as a phase space with different histories represented as paths of increasing entropy through it explain this?

True, or not even false?
