http://www.doi.org/

DOI: If you want to look at the paper you have to pay for it. Google
still has a way to go to equal

http://www.scirus.com/

Quality journals allow the author to designate his published paper for
free public access, as arXiv.org does. It requires big cajones to
allow access without a subscription. OTOH, if we dump 1/3 of the US
Federal budget into a free ride for reproductive warriors and idiots,
maybe we would better allow them to die by their own hand and support
the top 1000 refereed journals (impact via Citation Index). The
other .3 of the budget thereby not spent would lower productive
citizens' taxes. (Contain your laughter.)

Most journals allow table of contents, abstract, author,
bibliographic, and word searches. You still need paid access to the
full paper, but almost any academic library is a portal free to the
user.

The American Chemical Society tells its *own members* to go to Hell re
electronic access. The ACS and Chemical Abstract Service want a
monpoly on knowledge. Given the obscene annual remuneration of ACS
management, to Hell with the ACS.

Digital Object Identifier. It makes sure that a digital object can be
identified even after a long time (when the posting site may no longer exist).
