There are different notions of locallity for what I know. I mean a property could be really true on neighbourhoods but no way to glue them to make it globale exists or a property can be true at one point and the smallest the neighbourhood considered is the samllest the deviation is.

I have the feeling that courses and textbooks I read use the second kind of locallity to define local inertial frames and then use the consequences of the first wich is stronger.
