PR people can work wonders. The truth is Cyberport is essentially a property development project that never really takes off. It has been cutting rent to persuade big companies in Hong Kong to take up their empty offices, dragging down rents in the CBD. It's far from successful and should not be taken as an indicator of the government's vision or determination to elavate the territory into something else.
