Can someone explain to me why the I of the solution for part b) is 1/2MR^2+M(2R)^2 instead of 1/2MR^2+M(R)^2?

remember the parallel axis theorem - I + md^2 - in your case the axis of rotation is at the end of the cylinder which means that d^2 = r^2.

looks like a mistake.
