Its goal in life: Keep NASA funding going by suggesting that EM fields can shut down gravity.

this is old stuff, it was described in the Dick Tracy comic strip years ago
 
The RAF and US Air Force have been taking over then burying EM based anti-gravity technology since the 50s- their reports always have unconvining claims that the various projects were absorbed and pursued but were too troublesome and slow to keep working on-
