Why is it that these things always pop up right at dusk? How come you never see them at 3pm in the afternoon on a bright sunny day when they're visible?

This is consistent with the behavior of other wild animals. For example, dusk and dawn are the most likely times to see a deer. Conversely, maybe it takes all day to get on those d*mned monkey suits!

Which actually contributes more to the theory that these are more likely wild animals than intelligent "bigfeet".

Actually, they do get spotted during the day. If you read any one of John Green's books which are full of accounts collected from people who've had sightings, you come away with the impression that they are spotted as much at day as at night.

The four other Vermont sightings mentioned in the story were probably daytime ones since the people seemed to be doing things you wouldn't be doing in the woods at night, especially the woman who was reading.

It was actually Shaq O'Neill hoofing it barefoot to his local Burger King.
