For example if Michelson-Morley and others have not done their experiments nobody would have known that the speed light is same in all directions. Motivation for such an experiment is sparked by the continuous hard work of the community of intelligent researchers trying to address some interesting questions . This community keeps producing all the pieces needed to solve a puzzle. Finally some one comes along and puts them all together. We call him the Einstein. Faster this community builds the pieces higher the potential for an Einstein to arise. The strength and the performance of this community really depend on the university system and the government who funds them and regulates them...
