I would like to see the outer tail pattern on that eagle. Although Goldens are rare in Appalachia, they are not unknown. I saw a pair in Maryland about 15 years ago, and when I told my manager's secretary (she was a bird-watcher) of the sighting, she said that I had to be wrong. I told her that I was pretty certain of the ID, because I had seen them often in Maine, at which point she declared that there were no Goldens in Maine, either. Funny, since I happened to know the location of a successful nesting pair at the time, just about 2 hours drive from my house.
