...jumping in: No, it's not premature. Otherwise we could have a go at building spacecraft powered by anti-matter, which is produced all the time in accelerators but not (nearly) for a reasonable capital cost. ITER is not purely a research facility. In addition to research, it's there to prove the concepts required for commercial fusion power.
