For example - Speech by Cuban Foreign Minister Felipe Pérez Roque delivered on Wednesday, March 16, 2005, at the 61st Period of Sessions of the UN Human Rights Commission in Geneva, Switzerland.

The Cuban people strongly believe in freedom, democracy and human rights. It took them a long time to achieve them and they are aware of their price. They are a people in power. That is the difference.

There cannot be democracy without social justice. There is no possible freedom if it is not based on the enjoyment of education and culture. Ignorance is the cumbersome shackle squeezing the poor. Being educated is the only way to be free! - which is the sacred tenet that we Cubans learned from the Apostle of our independence.
But that is not a quote - the speaker did not quote someone.
