atomic dipole moment relates to center of mass atomic motion?


I was wondering whether atomic dipole moment relates to center of mass atomic motion? or same kind of symmetry of the motional ground state will destroy the dipoles?
It is well known that the dipole moment can be calculated by integration over the radius part and the angular part.
