rotational stability of the bodies in varying platform


it is well know that the rotating bodies are much stable than the ordinary bodies .. consider a scenario ..a rotating body is rotating abt its axis on a flat platform (like a bay blade) ..now can anyone tell me the the sock or jerk required to alter its axis




please let me know the angular acceleration or the angular speed of the platform required to change the axis of the rotating body.. ω =? ω' = ?
