'Over-massive" galactic black hole discovered

Can someone elaborate on how this challenges current theories of galactic evolution?

The full paper can be found here: http://arxiv.org/abs/1211.6429. The paper appears to mainly challenge the black hole mass to bulge relationship and various related associations. It also questions how such a massive black hole could form is what appears to be a long term quiet environment.
