Idling means running an engine at slow speed when it is not on load.

Most situations require both conditions (slow and no load) so revving the engine whilst not on load is not idling.

However cars with automatic gearboxes will drive foward slowly when the engine is 'idling'

Another way to look at it is to say that idle speed is the slowest speed the engine will run at without stalling or rocking violently.
