Modular construction of genomes allows rapid evolution

Hi,
I read the following recently in a book on genetics:

The modular construction of genomes has allowed the relatively rapid evolution of biological complexity.

I could'nt understand what the modular construction of genomes mean. Is it referring to genes which make up a genome?

Hmm.. it does make sense. The modules over here seem to be genes; which can be individually altered (via mutation). Can't be exactly sure without the context though.

I suspect they are talking about developmental genes (EvoDevo), but its hard to tell without a title and a context. If you could provide it, that would probably get you a better answer.

Thanks guys. It's probably genes.
