Do you mean potential energy ? It will decrease if they move together by an increase of kinetic energy.
If you mean voltage then think of the pair as a capacitor where C=Q/V or rewritten
V=Q/C as the charges are allowed ( under control) to get closer the capacity gets smaller so the voltage decreases.
Alternatively if you start with the charges very close you are going to do work to separate them -- the definition of potential difference is work done per unit charge so the potential increases on separation.
