What are those parabolic dishes on lampposts used for?

I've seen a couple of these dishes high on lampposts over the highway. They're about 18 inches high. Bars are about 2-3 inches apart.


Not common, I've only spotted two so far. Both were pointing SouthEast. The reason I mention this is because one of them was on a shoreside highway and was pointed out over the water (Lake Ontario). The next land is about 30 miles away.

What kind of communications is this used for?
