Please be specific as to what you mean by "push or pull effect". Electromagnetic can attract or repulse. Gravity and strong force attract. I am not sure how to describe weak force (responsible for beta decay).

By defination a force is a push or pull.

force can only be described as its effects on objects. just like time can only be described as objects in motion.

sorry, I think of "pull" as attraction and push as repulse.
Is it understood under what conditions the electromagnetic force would attract as oppose to repulse?
