According to the New York Times http://www.nytimes.com/2011/08/30/us/politics/30terror.html?pagewanted=2&_r=1

The White House has issued detailed guidelines to government officials on how to commemorate the 10th anniversary of the Sept. 11 attacks, with instructions to honor the memory of those who died on American soil but also to recall that Al Qaeda and other extremist groups have since carried out attacks elsewhere in the world, from Mumbai to Manila.

“As we commemorate the citizens of over 90 countries who perished in the 9/11 attacks, we honor all victims of terrorism, in every nation around the world,” the overseas guidelines state. “We honor and celebrate the resilience of individuals, families, and communities on every continent, whether in New York or Nairobi, Bali or Belfast, Mumbai or Manila, or Lahore or London.”

Jerusalem, Tel Aviv and Haifa didn't seem to make the list. What exactly is the intended message for Israel? for the world?

I don't think Israel was being snubbed - Washington and Pennsylvania weren't mentioned either.

I do think it's incorrect to water down the event to include all terrorism around the world - this was the single greatest specific attack on US soil since Pearl Harbor. What next - IMO -holding future ceremonies at other locations?

1. What are the "WH 9/11 guidelines snub Isreal"?

The "WH 9/11 guidelines snub Isreal" refers to a decision made by the White House in 2011 to exclude Israel from a list of countries that were at high risk for terror attacks on the anniversary of 9/11. This decision caused controversy and backlash from Israel and its supporters.

2. Why was Israel excluded from the list of high-risk countries?

The White House stated that Israel was not included on the list because they did not have enough data to support the inclusion. However, many critics argue that this decision was a political move to appease other countries in the Middle East.

3. Did other countries criticize the White House's decision?

Yes, several countries, including Israel, expressed their disappointment and frustration with the White House's decision. They saw it as a snub and a lack of support from the United States.

4. Was this the first time Israel was excluded from a list of high-risk countries?

No, Israel has been excluded from similar lists in the past, including a 2005 report on global terrorism by the U.S. State Department. However, the exclusion from the 9/11 anniversary list caused more controversy and attention.

5. What was the impact of the "WH 9/11 guidelines snub Isreal"?

The decision caused tension between the United States and Israel, as well as criticism from Israel's supporters. It also raised questions about the political motivations behind the decision and the level of support for Israel from the U.S. government.
