You can obtain oxygen and hydrogen by electrolysis of water,in the ratio 1:2,respectively.
. You will need to add some Sulphuric acid to increase conductivity.

A good way to get oxygen is mixing bleach and hydrogen peroxide. Fun little home experiment.

But, don't be stupid enough to breathe this, if any peroxide vapor is in the mix, it would be very dangerous for you.

A magnesium flame is able to continue burning in CO2 because the reaction is sufficiently energetic to be able to break apart CO2 and consume the oxygen while liberating carbon.
