startup capacitor electric motor

If an electric motor is unplugged from the mains, will flipping its ON/OFF switch to ON discharge a startup capacitor (assuming everything's correctly wired up of course)? How about a run-capacitor?

(I am working with some old woodworking motors -- not an engineer!)
