Is it possible for a cloud of gass to condense around a black hole and for fusion to start? Or another way to ask. Is it possible for a star to have a black hole at it's center?

No. Fusion only occurs in the densest hottest region of the star, which is the core. If there's a black hole there, matter would just fall into it and you'd be left with a bigger black hole.
