Should I Opt for Windows XP or Vista for a Work Laptop?

Yeah yeah yeah -- don't give me the ol' go to Linux -- this isn't my personal computer! Anyway...

I am looking at laptops for someone at work, and I am noticing the standard sites have many laptops still offer XP as the OS. Is there a reason for this, and should I be pushing harder for Vista? Anyone have a recommendation for what version of Vista if that's what I shold do?
