Optics- noise reduction technique (please help)




The above image is taken from P.Cielo's book. This is the noise reduction technique for environmental noise.

Could any one explain what does the highlighted text and its corresponding diagram mean? what it mean by "phase shifts have opposite effect on the intensities"? how come the amplitude fluctuations of the light source has equal effect?
