Steady state of the Galaxy

How can we make the assumption that the Galaxy is approximately in a steady state at the present time?
I read this from the textbook: "the time required to complete one orbit at 10kpc is 3×10^{8}yr... a typical disk star has completed over thirty revolutions, and hence it is reasonable to assume that the Galaxy is approximately in a steady state at the present time."
