I am writing a paper for a journal. The paper is supposed to have quite a few circuit diagrams. What software should I use to draw the circuit diagrams?

What I usually do is go to this simulator:

http://www.falstad.com/circuit/

And start constructing my circuit there and then I make the background white, and finish off by doing a print screen to use the image where I want.
