Open circuit in a waveguide and in a coaxial cable


Hello, I've heard that if an coaxial cable is cut, it's not able to radiate an electromagnetic field in the open space; besides I know that an open waveguide can radiate, and a horn antenna is a typical example of this.
May someone please explain the reason of the two different behaviours?
