Ways to detect water theft from pipelines

Good day everyone, I was reading an online paper about water theft and how such an act could contaminate the potable water supply. I was thinking that one way to solve such a problem was to use sensors that would detect the change in pressure. However become i finish reading the article i saw they mention that pressure change could not be used to detect water theft. Hence my question.
What are possible methods that can be used to detect water theft from pipelines. Any answer will be greatly appreciated. Thanks for your consideration. Ihave attached a link to the article below.
