Hi Here is my question,

Consider stark effect for n=3 states of hydrogen there are nine degenerate states ?3lm(neglect spin),We turn on
an electric field in Z direction.
a)construct 9 x 9 matrix representing perturbing hamiltonian.

b)find eigen values and their degeneracies.

What is the meaning of all this BS?
What is your starting point for calculating the interaction with the electric field?
What are the pedagogical aims of this exercice: just making a big calculation based on hydrogen wavefunctions, or exploring the effect of symmetries and a simple application of group theory (wigner-eckart)?
What is the context?
Are you supposed to calculate the level displacements as a function of the electric field and to compare with experimental data?
For the eigenvalues, do you mean the eigenvalue of the pertubation or of the perturbed hamiltonian?
Are you going to calculate that numerically of to calculate first order perturbation (may be this is the purpose of this exercice?).

Sorry but if you are lazy, I will be too.
This is a very nice exercice, you should spend a lot of time on that to enjoy.

We don't know the level of your course, or the aim of the exercice.
I told you to explain us more about that.
There are many different ways to solve this question.

A very simple and elementary way is to calculate the matrix elements directly from the n=3 wavefunctions (see there for example: http://hyperphysics.phy-astr.gsu.edu/hbase/quantum/hydwf.html )

I assume you at least know the form of the pertubation to add to the hamiltonian!

my frnd gave me this gave as hint.

the partial answer is given as <300|Z|310>=-3sqrt(6)a.
<310|Z|320|=-3sqrt(3)a.
<31(+ 0r -)1|Z|32(+0r-)1>.
=-4.5a

well,
write Z explicitely,
plug the wavefunctions from the link I provided,
calculate all the needed matrix elements,
use the first order perturbation theory,
or solve exactly by numerical diagonalisation

then learn quantum mechanics to understand the meaning of your calculations
