an electric charge has this value 1.602176565(35)×10−19 coulombs

how much percentage can it vary that can still make electrons stick go nucleus instead of flying away. most imporant, how do you compute for it? for example when the charges value goes up higher or lower 3%, what would happen to the atom and what other processes of nature can be affected?
