Basically you want the damping mechanism to achieve the same natural frequency and the system without the damper. So you need to examine the damping constant plot and look at its envelope. From this you will find your c, or damping constant. Then from this you can guess a reasonable spring constant and start figuring it out. If you have experience with system more than one degree of freedom the c value can be found with those equations as well
