my problem is .. [E47 degree N] ... does that mean i must put the protractor's 0 degree at East or north ?

[E 47 degrees N] implies the angle is 47 degrees north of east , so, yes, you place the protractor's 0 degree mark at east, then measure up 47 degrees counterclockwise from the positive x (east) axis.
