Most effecient angle...

for a fixed cutting edge blade such as a carpet cutting razor blade etc. to be cutting into 1/8 inch polyurathane rubber for cutting in half. Also, does anyone have an insiders guess as to where to get air filled rubber tired swivel casters around 4 to 5 inches? Any input would be awesome and appreciated. I will be putting up pictures of my small project to give you all a better idea of what I have going...
