Not all what is in Arxiv was peer reviewed. Peer review is an essential part of publishing research.

Shouldn't you pay for someone to peer review your article? What other incentives are there for someone else to proof read your article other than monetary?

I don't see how you can arrange an open access, someone's got to pay for this.

I'm not aware of any journal at all that pays for the reviewers!! Peer review is purely voluntary.

Aren't they already busy with their own research?

Well, often the paper being refereed is about the referee's work, or cites it, so the referee has a vested interest in it 'getting it right'. (Whatever that means!)

Peer review gives an excellent opportunity to order the authors to cite a good deal of the reviewers publications.

It also helps to see what's going on in ones branch that may challenge current points of view..

Also, there is peer review and pal review
