Review Attached File: Notice of Changes

In summary, the "Notice of Changes" file is a document that outlines updates or modifications made to a project or document. It is typically created by the person or team responsible for the changes and serves as a summary of the major changes. It differs from a regular revision history, which provides a detailed account of all changes. While it may not be required for all projects, it is a good practice to have one for projects with multiple contributors. The file should be updated whenever there are significant changes made, which could be on a daily, weekly, or monthly basis.
