A question about citing


I'm not sure if this is the correct forum to post this in, but I couldn't find a more relevant forum. I'm writing a paper and during my research, I've come across papers that make general arguments and then cite an author at the end of the paragraph, without actually using entire quotations. If I were to reference those arguments in my paper, would I reference the original author that I'm assuming the author of the paper took the arguments from, or would I simply reference the author of the paper?
